All Ship Recycling Facilities (SRFs) in Bangladesh must obtain Facility Plan Approval from the Bangladesh Ship Recycling Board (BSRB) before commencing or continuing operations. This process ensures that every yard is designed, equipped, and operated in line with the Ship Recycling Act 2018, Ship Breaking and Recycling Rules 2011, and the Hong Kong International Convention (HKC 2009).
BSRB reviews Facility Plans to confirm that yards meet international safety and environmental standards, with emphasis on:
- Secure yard layout with impermeable floors and drainage systems.
- Hazardous waste management and storage facilities.
- Firefighting, emergency response, and first-aid arrangements.
- Worker housing, PPE provision, and welfare services.
- Compliance with environmental and coastal protection regulations.
How to Apply
Ship Recycling Facilities must submit the following documents for Facility Plan Approval:
- Yard layout and infrastructure design (including impermeable floors, drainage, and waste storage).
- Compliance documentation as per the Ship Recycling Act 2018 and HKC requirements.
- Health, safety, and emergency response protocols.
- Environmental management plan including waste treatment and pollution control systems.
- Worker welfare arrangements (housing, medical, PPE provision).
